NOC Letter, Affidavit and Declaration: What Is the Difference?
A no-objection certificate (NOC) says someone has no objection to something. An affidavit is a sworn statement of facts. A declaration states facts or intentions and may or may not be sworn. Whether any of them must be notarised is decided by the body that asks for the document.

NOC Letter, Affidavit and Declaration: What Is the Difference?
People often use these terms interchangeably, but each does a different job. Knowing which one you need, and who requires it, saves a wasted trip to the notary. The safest first step is to ask the employer, school, bank or embassy that requested the document exactly what it must say and whether it must be notarised.

NOC Letter
A letter confirming that a person or organisation has no objection to something, such as a job change, a business activity, study or travel. The body asking for it sets the wording.
Affidavit
A written statement of facts that the person signs and swears or affirms to be true, usually before a notary. An affidavit of support is a common example for visa files.
Declaration
A statement of facts or intentions, for example a declaration for a bank or a visa file. The receiving body decides whether it must be sworn or notarised.
Consent Letter
A letter in which a parent, guardian or other person gives permission, for example for a minor’s travel or a transaction. Notarisation depends on who asks for it.

Does It Need to Be Notarised?
Only if the body asking for it requires it. Some NOC letters are accepted as signed letters on letterhead, while others must be notarised. Ask the employer, school, bank or embassy, or send us their request and we will confirm what is needed.
When notarisation is required, a licensed notary confirms the identity of the signer and witnesses the signature. Private notaries in Dubai are regulated under Law No. 4 of 2013 Concerning Notaries Public in the Emirate of Dubai%20of%202013%20Concerning%20Notaries%20Public%20in%20the%20Emirate%20of%20Dubai.html). Many documents can also be notarised online by video call through official channels, while others still need an in-person appointment.

What You Will Need
