Embassy Attestation vs MOFA Attestation: What Each Step Does

MOFA attestation is done by the UAE Ministry of Foreign Affairs. Embassy attestation is done by the embassy or consulate of the country that will receive the document, or, for foreign documents, by the UAE embassy in the issuing country. Many documents need both, in a set order.

Embassy Attestation vs MOFA Attestation

The two steps are often mixed up because they sit next to each other in the same chain. Each confirms the previous authority’s stamp, and the order depends on whether the document was issued in the UAE or abroad. This guide explains what each step does so you can plan the sequence.

MOFA Attestation

The UAE Ministry of Foreign Affairs confirms the signature and stamp of the previous authority on a document. See MOFA attestation.

Embassy Attestation for UAE Documents

The embassy or consulate of the destination country in the UAE legalises the document after MOFA, so the receiving country accepts it.

UAE Embassy Attestation for Foreign Documents

For a document issued abroad, the UAE embassy or consulate in the issuing country attests it before MOFA completes the chain in the UAE.

Translation

A certified translation is added where an authority asks for one, usually at a defined point in the chain.

The Order of Steps

For a document issued in the UAE and used abroad, the usual order is: authentication by the issuing authority or a notary where required, then MOFA, then the embassy or consulate of the destination country in the UAE.

For a document issued abroad and used in the UAE, UAE government guidance says the original should be attested by the foreign ministry in the issuing country, then by the UAE embassy or consulate there. MOFA completes the chain in the UAE.

What MOFA Says About Timing

MOFA’s attestation service page states that digital attestation inside the UAE takes up to 2 hours during official working hours, the courier route 1 to 3 business days, and attestation through UAE missions abroad up to 7 business days. Embassies set their own timelines and appointment systems.

Apostille or Embassy Attestation?

The UAE is not a party to the Apostille Convention, so UAE-issued documents are legalised through MOFA and embassy attestation rather than an apostille. For documents from Apostille Convention countries, the apostille is usually only the first step before UAE attestation. Read MOFA attestation vs apostille for the details.
