A foreign degree or professional certificate generally needs to be attested in its country of origin first — through that country’s own foreign ministry, an apostille where applicable, or the relevant education authority — before it reaches the UAE side of the process. From there, it goes through MOFA attestation: the digital route for eligible electronic documents carrying the right embedded reference, or the standard courier-based route, which accepts the original document in Arabic or English, or one accompanied by a legally certified translation.
For regulated professions — healthcare, engineering, and education are the most common — there is often an additional layer on top: Ministry of Education or Ministry of Higher Education and Scientific Research equivalency, and a primary-source verification step for the specific sector regulator. Skipping or misordering any of these stages is one of the more common reasons a senior hire’s paperwork gets stuck.
The Golden Visa Connection: Why Executives Have Extra Reason to Get This Right
Many senior and high-earning hires are also candidates for the UAE’s Golden Visa track for skilled professionals, which generally asks for a MOHRE Skill Level 1 or 2 classification, a monthly salary around AED 30,000 (assessed as basic or total salary depending on current guidance at the time of application), and an attested bachelor’s degree or higher — along with transcripts, a Ministry of Education equivalency certificate where applicable, and professional licensing for regulated fields.
A missing or incorrectly sequenced attestation is a common reason this kind of application stalls.
