Getting a document attested by MOFA is not a single stamp — it is the last stage of a chain that can involve several steps before your paperwork is ready for submission.
Do the steps out of order, or skip one that your document actually needs, and you can lose days waiting for a resubmission. Here is the sequence, step by step, so you know exactly what comes before MOFA and what comes after.
Step 1: Notarise or Verify the Document at Source
Before a document can move through any attestation chain, its authenticity as issued needs to be established. For documents issued in the UAE, this usually means the original was issued or signed by a recognised authority, notary, or institution. For documents issued outside the UAE, this step happens in the country of origin: the document generally needs to be authenticated by the relevant authorities there — and in many cases legalised by the UAE Embassy or Consulate in that country — before it can proceed through the UAE’s attestation process.
Skipping this stage is one of the most common reasons a document gets sent back later in the process, so it’s worth confirming exactly what your issuing country and document type require before you go further.
Step 2: Ministry of Education Attestation (For Educational Certificates)
If your document is a degree, diploma, or academic transcript, it typically needs to pass through the Ministry of Education before MOFA will accept it.
This step confirms the certificate’s academic legitimacy and is a prerequisite specifically for education-related documents — personal documents like birth or marriage certificates and commercial documents follow different prior-authentication paths and do not go through MOE.
Step 3: Certified Arabic Translation (If Required)
Documents that are not already in Arabic or English generally need a certified Arabic translation before they can proceed. Even English-language documents are sometimes required to carry a certified Arabic translation, depending on where the document will ultimately be used.
This translation needs to come from a licensed legal translator recognised by UAE authorities — a standard or informal translation is not accepted at this stage, and getting it done by an unqualified translator is a common cause of delay.
Step 4: MOFA Attestation
Once the prior steps for your specific document type are complete, the document is ready for MOFA. The UAE Ministry of Foreign Affairs currently offers two routes: a digital attestation for eligible UAE-issued documents that carry a verification mechanism such as a QR code, barcode, or reference number — completed within around two hours during official working hours — and an approved-courier attestation for documents that don’t qualify for the digital route, generally processed within a few business days. A typing centre or attestation service provider can help determine which route applies and submit on your behalf so you are not left guessing.
Physical documents submitted for courier-based attestation must be original, in Arabic or English (or accompanied by the certified translation from Step 3), and not laminated — MOFA states laminated documents are not accepted.
Step 5: Embassy or Consulate Legalisation (If the Document Is Going Abroad)
f your MOFA-attested document is headed to another country rather than being used within the UAE, it may need a final legalisation stage at that country’s embassy or consulate in the UAE. Some destinations accept MOFA attestation as sufficient on its own; others require this additional embassy step before the document is recognised abroad.
The requirement depends entirely on the destination country, so it is worth confirming with the receiving authority or embassy directly, or asking your attestation provider to check on your behalf.

What to Bring, Who Can Apply, and How Long It Takes
Generally, you will need the original document, a copy of your Emirates ID or passport, and any certified translation the document requires. In most cases the document owner does not need to be physically present — a licensed typing centre, translation office, or attestation service can submit and track the application for you, and courier pickup and delivery can be arranged so the physical document never has to change hands in person.
Timelines vary by document type, prior-authentication requirements, and whether translation is needed, so it’s best to treat any specific day-count as an estimate rather than a guarantee, and to build in extra time around visa, education, or embassy deadlines.
A Quick Example: How the Steps Fit Together
Once it arrives in the UAE, it goes through Ministry of Education attestation (Step 2), a certified Arabic translation if the receiving employer or authority requires one (Step 3), and finally MOFA attestation (Step 4). Because this degree is staying in the UAE, Step 5 does not apply. A marriage certificate needed abroad for a spouse visa application, by contrast, would usually skip Step 2 entirely but very likely need Step 5.The point is not to memorise every combination — it’s to recognise that the five steps above are a menu, not a fixed checklist, and which ones apply depends entirely on your document and its destination.
