MISA Foreign Company Registration: Which UAE Documents Need Saudi Embassy Authentication?

If your UAE company is registering a foreign-owned entity in Saudi Arabia through the Ministry of Investment (MISA), the first question is usually which of your documents need authentication, and by whom. MISA’s own Investor Guide and FAQ answer part of that question clearly, and leave other parts open. This guide sets out what MISA states, and what you should confirm before you submit.

What MISA’s Investor Guide Says About Authentication

MISA’s Investor Guide (the version published in July 2026) and its FAQ name Saudi Embassy authentication for two documents of the foreign company: a copy of the commercial register of the foreign establishment, and its financial statements for the last fiscal year. For recruitment-agent registrations, the guide asks for financial statements covering three years. MISA’s FAQ adds that authentication is requested through Saudi missions abroad, and that holders of Premium Residency are exempt from this requirement. The wording differs slightly between the two MISA pages: the guide says the register copy is “certified” by the Saudi Embassy, while the FAQ says “authenticated”. Treat them as the same requirement, but quote MISA exactly if you need to cite it.

Amendments: Partner Resolutions From Outside the Kingdom

For amendments to an existing entity, the guide says partner resolutions from companies outside the Kingdom may be authenticated by either the Chamber of Commerce or the Saudi Embassy. That is the one place in the guide where the Embassy is not the only named option. The guide does not say which chamber, or whether other attestation steps must come first, so do not assume this either-or applies to other documents.

What to Confirm Before You Submit

MISA’s published material does not set out the steps on the UAE side, such as notarisation, Chamber of Commerce or UAE Ministry of Foreign Affairs attestation, before a document reaches the Saudi Embassy. It also does not mention an apostille. Confirm the current sequence for your document with the Saudi Embassy in the UAE and with MISA before you start, because a missed step can mean starting again. Also confirm whether the receiving Saudi body wants an Arabic translation, and who it will accept to certify it. Dunes can prepare your documents, arrange certified Arabic translation and coordinate the UAE-side attestation steps; contact us and we will confirm the current route for your documents before any work begins.

MOFA Office in Dubai: What MOFA Itself Says

Many people searching for a “MOFA office Dubai” or “MOFA attestation Dubai location” expect to find a counter. According to MOFA’s own FAQ, the ministry provides its services electronically through its website and the UAE MOFA smartphone app, and its Customer Happiness Centres are closed. In practice, that means:

  • Applications are made online at mofa.gov.ae or in the UAE MOFA app, signed in with UAE Pass
  • Physical documents are collected and returned by an approved courier, with normal and express delivery options
  • Eligible digital documents issued by supported UAE authorities can be attested online without any courier
  • People of Determination and senior citizens can request attestation by calling MOFA on 800 44444
  • Documents issued abroad start at the UAE embassy or consulate in the issuing country, before reaching MOFA in the UAE

For phone numbers and other ways to reach the ministry, see MOFA attestation contact number. If you would rather not deal with the online system at all, our MOFA attestation services in Dubai cover the full process, from prior authentication to delivery.

FAQ

ask us
anything

No. MISA’s guide names it for the foreign company’s commercial register copy and last-year financial statements, and allows the Chamber of Commerce or the Embassy for partner resolutions on amendments. Check the guide for your registration category before assuming anything else.

MISA’s guide and FAQ do not mention an apostille. Do not assume it is accepted or rejected. Confirm with MISA or the Saudi Embassy for your document.

MISA’s FAQ states that Premium Residency holders are exempt.

MISA does not publish a single fee or timeline for the authentication step, so we do not quote one here. Contact Dunes with your documents and we will advise.
