Saudi-Issued Documents for Use in the UAE: Saudi MOFA to UAE Embassy Attestation
Documents issued in Saudi Arabia, such as a power of attorney, company papers or certificates, usually need attestation before a UAE authority will accept them. The UAE Ministry of Foreign Affairs (MOFA) describes the route on the page for its Embassy in Riyadh. This guide summarises what that page says and flags what it does not cover.
The Route UAE MOFA Describes
According to the UAE MOFA page for the Riyadh mission, a Saudi-issued document is attested first by the Saudi Ministry of Foreign Affairs. After that, one digital application covers both the UAE Embassy in Riyadh and UAE MOFA in the UAE. The application is made on the UAE MOFA digital platform, signing in with UAE Pass and selecting Saudi Arabia as the country of issuance. The Saudi MOFA step comes first. Skipping it is the most likely cause of a document being returned.
Saudi Powers of Attorney
The same page says a power of attorney issued in Saudi Arabia must be signed before a Saudi notary or legal authority and attested by Saudi MOFA. A power of attorney with commercial content is treated as a commercial document. Memorandum and articles of association need their own attestation.
What This Page Does Not Confirm
The UAE MOFA page we relied on covers individual services. We have not been able to confirm the corporate variants of this route, or the route through the UAE Consulate in Jeddah, so do not assume they match. The page also does not mention an apostille for Saudi documents. Before you begin, confirm the current requirements for your document type with UAE MOFA, and check what the UAE entity receiving the document will ask for, including whether it needs a certified Arabic translation.
MOFA Office in Dubai: What MOFA Itself Says
Many people searching for a “MOFA office Dubai” or “MOFA attestation Dubai location” expect to find a counter. According to MOFA’s own FAQ, the ministry provides its services electronically through its website and the UAE MOFA smartphone app, and its Customer Happiness Centres are closed. In practice, that means:
- Applications are made online at mofa.gov.ae or in the UAE MOFA app, signed in with UAE Pass
- Physical documents are collected and returned by an approved courier, with normal and express delivery options
- Eligible digital documents issued by supported UAE authorities can be attested online without any courier
- People of Determination and senior citizens can request attestation by calling MOFA on 800 44444
- Documents issued abroad start at the UAE embassy or consulate in the issuing country, before reaching MOFA in the UAE
For phone numbers and other ways to reach the ministry, see MOFA attestation contact number. If you would rather not deal with the online system at all, our MOFA attestation services in Dubai cover the full process, from prior authentication to delivery.

Does a Saudi document need Saudi MOFA attestation before UAE attestation?
Yes. According to the UAE MOFA Riyadh page, Saudi MOFA attests first, and then the UAE Embassy and UAE MOFA attest through one digital application.
Is an apostille used for Saudi documents going to the UAE?
The UAE MOFA page we used describes Saudi MOFA followed by UAE Embassy and MOFA attestation and does not mention an apostille. Confirm your document’s route with UAE MOFA before relying on one.
What about documents attested through the UAE Consulate in Jeddah?
We have not confirmed the Jeddah route, so we do not describe it here. Contact us and we will check it for your document.
Will the receiving UAE authority want an Arabic translation?
That depends on the authority. Ask the receiving body first. Dunes can arrange certified Arabic translation if it is needed.
